Overview:When the planet Votan was destroyed, the Votans, a group of seven races, came to Earth seeking help to make a home here. The Earth government negotiated with the Wotans for about six years and eventually rejected their request. The Wotans were unwilling to leave, and war ensued. The war lasted nine years, and neither warring side was able to destroy the other, so they sat down to negotiate.
